    SHIP BOTTOM, N.J. (AP) ? Tens of millions of people in the eastern third of the U.S. in the path of the unprecedented freak storm had hours Sunday to prepare for the first raindrops that were expected later in the day, to be followed over the next few days by sheets of rain, high winds and even heavy snow.

    The warning from officials to anyone who might be affected path was simple: Be prepared and get out of the way.

    Hurricane Sandy was headed north from the Caribbean, where it left nearly five dozen dead, to meet a winter storm and a cold front, plus high tides from a full moon, and experts said the rare hybrid storm that results will cause havoc over 800 miles from the East Coast to the Great Lakes.

    "I've been here since 1997, and I never even put my barbecue grill away during a storm," Russ Linke said shortly before he and his wife left Ship Bottom on Saturday. "But I am taking this one seriously. They say it might hit here. That's about as serious as it can get."

    He and his wife secured the patio furniture, packed the bicycles into the pickup truck, and headed off the island.

    The danger was hardly limited to coastal areas. Forecasters were far more worried about inland flooding from storm surge than they were about winds. Rains could saturate the ground, causing trees to topple into power lines, utility officials said, warning residents to prepare for several days at home without power.

    States of emergency were declared from North Carolina, where steady rains were whipped by gusting winds Saturday night, to Connecticut. Delaware ordered mandatory evacuations for coastal communities by 8 p.m. Sunday.

    Officials were particularly worried about the possibility of subway flooding in New York City, said Louis Uccellini, head of environmental prediction for the National Oceanic and Atmospheric Administration.

    Sandy was at Category 1 strength, packing 75 mph winds, about 260 miles southeast of Cape Hatteras, N.C., and moving northeast at 10 mph as of 8 a.m. Sunday, according to the National Hurricane Center in Miami. It was about 395 miles south of New York City.

    The storm was expected to continue moving parallel to the Southeast coast most of the day and approach the coast of the mid-Atlantic states by Monday night, before reaching southern New England later in the week.

    The storm was so big, however, and the convergence of the three storms so rare, that "we just can't pinpoint who is going to get the worst of it," said Rick Knabb, director of the National Hurricane Center in Miami.

    "You never want to be too naive, but ultimately, it's not in our hands anyway," said Andrew Ferencsik, 31, as he purchased plywood and 2-by-4 lumber from a Home Depot in Lewes, Del.

    New Jersey Gov. Chris Christie, who was criticized for not interrupting a vacation in Florida while a snowstorm pummeled the state in 2010, broke off campaigning for Republican presidential nominee Mitt Romney in North Carolina on Friday to return home.

    "I can be as cynical as anyone," said Christie, who declared a state of emergency Saturday. "But when the storm comes, if it's as bad as they're predicting, you're going to wish you weren't as cynical as you otherwise might have been."

    Up and down the Eastern Seaboard and far inland, officials urged residents and businesses to prepare in ways big and small.

    New York Gov. Andrew Cuomo told the Metropolitan Transportation Authority to prepare to shut the New York City's subways, buses and suburban trains. The city closed the subways before Hurricane Irene last year, and a Columbia University study predicted that an Irene surge just 1 foot higher would have paralyzed lower Manhattan.

    Amtrak began canceling train service Saturday night to parts of the East Coast, including between Washington and New York. Airlines started moving planes out of airports to avoid damage and adding Sunday flights out of New York and Washington in preparation for flight cancellations on Monday.

    The Virginia National Guard was authorized to call up to 500 troops to active duty for debris removal and road-clearing, while homeowners stacked sandbags at their front doors in coastal towns.

    President Barack Obama was monitoring the storm and working with state and locals governments to make sure they get the resources needed to prepare, administration officials said.

    In North Carolina's Outer Banks, a group of about 20 people was forced to wait out the storm on Portsmouth Island, a former fishing village that is now uninhabited and accessible only by private ferry.

    "We tried to get off the island and the ferry service shut down on us," said Bill Rowley, 49, of Rocky Mount, N.C.

    Rowley said he could see 15-foot seas breaking over the island's dunes, enough to bring water to the island's interior.

    "We'll be inundated and it'll probably be worse tomorrow," he said.

    In New Jersey, hundreds of coastal residents started moving inland. Christie's emergency declaration will force the shutdown of Atlantic City's 12 casinos for only the fourth time in the 34-year history of legalized gambling here. City officials said they would begin evacuating the gambling hub's 30,000 residents at noon Sunday, busing them to mainland shelters and schools.

    The storm also forced the presidential campaign to juggle schedules. Romney scrapped plans to campaign Sunday in Virginia and switched his schedule for the day to Ohio. First lady Michelle Obama canceled an appearance in New Hampshire for Tuesday, and Obama moved a planned Monday departure for Florida to Sunday night to beat the storm. He also canceled appearances in Northern Virginia on Monday and Colorado on Tuesday.

    Eighty-five-year-old former sailor Ray Leonard had a bit of advice for those in the path of the storm. Leonard and two crewmates in his 32-foot sailboat, Satori, rode out 1991's infamous "perfect storm," made famous by the Sebastian Junger best-selling book of the same name, before being plucked from the Atlantic off Martha's Vineyard, Mass., by a Coast Guard helicopter.

    "Don't be rash," Leonard said Saturday from his home in Fort Myers, Fla. "Because if this does hit, you're going to lose all those little things you've spent the last 20 years feeling good about."

    Teenager arrested in Colorado schoolgirl dismemberment

    WESTMINSTER, Colo. (Reuters) - A Colorado teenager has been arrested on suspicion of abducting and killing a 10-year-old girl who disappeared on her way to school and was later found dismembered, a crime that left Denver-area parents gripped with fear, police said on Wednesday.

    Jessica Ridgeway vanished on October 5 in the Denver suburb of Westminster, and a man reported finding her backpack on a sidewalk in front of his house two days later, 6 milesfrom where she was last seen.

    Police later confirmed that mutilated remains discovered in a park about 10 miles from the Ridgeway home belonged to the missing girl.

    The 17-year-old suspect, Austin Sigg, a Westminster resident whom investigators believe also tried to abduct a jogger in May of this year near the girl's home, was taken into custody on Tuesday evening, police said.

    Police said they were led to Sigg's home by a phone call but did not elaborate on the nature of the tip.

    "We notified the Ridgeway family this morning of this arrest, and we hope and pray that this arrest gives them some measure of closure in dealing with this horrible tragedy and loss that they have suffered," Westminster Police Chief Lee Birk told reporters at a press conference on Wednesday.

    Members of Sigg's family were not immediately available for comment. The youth's home was cordoned off with crime-scene tape on Wednesday, preventing reporters from approaching the house.

    Jessica's kidnapping and slaying drew national media attention and terrified parents in Westminster and surrounding areas, leading them to walk or drive their children to and from school and to keep youngsters from playing outdoors unattended.

    EASING THE TRAUMA

    Colorado Governor John Hickenlooper said in a statement that "every parent in every Colorado community will rest a little easier tonight" following the arrest.

    Lynn Setzer, spokeswoman for the Jefferson County School District, said Sigg was enrolled as recently as July in a vocational school where he earned a high school equivalency diploma.

    Two 17-year-old girls who said they had attended a regular high school with Sigg described him as a member of the so-called Goth crowd of students who dressed in dark clothing and congregated in the back of the cafeteria at lunchtime.

    Rachel Bradley called Sigg "very different" and said he spent a lot of after-class time in the school's computer lab. Sarah Moravec added, "And when you talked to him, you could tell he wasn't very happy."

    Both girls were present at a makeshift memorial for Jessica in her neighborhood.

    In March Sigg placed second in a crime scene investigation contest held by the Health Occupation Students of America leadership conference, according to a notice submitted at the time on the Denver Post's neighborhood news website.

    A police custody report showed Sigg was enrolled recently at a community college in suburban Denver. A spokeswoman for the state's community college system said officials there were cooperating with police, but did not comment further.

    Investigators had in recent days linked Jessica's killing to the attempted abduction in May of a jogger, a 22-year-old woman. In that incident, a man placed a chemical-soaked rag over her mouth but she managed to escape.

    Sigg was due to appear in court on Thursday to face charges of murder, kidnapping and attempted murder, according to the custody report.

    Sigg would not face the possibility of the death sentence if convicted. The U.S. Supreme Court in 2005 abolished the death penalty for those convicted of committing a crime while under the age of 18.

    Debates 'diminished' Obama, says Romney

    Romney in Reno (Justin Sullivan/Getty Images)RENO, Nev.?Mitt Romney continued to claim momentum in the aftermath of his debates with President Barack Obama, insisting that the forums boosted his campaign but "diminished" his Democratic opponent's.

    "He's now been reduced to talking about 'Sesame Street' characters and word games and misplaced attacks on me," Romney told a crowd of roughly 2,500 people here.

    The GOP nominee said Obama had "four debates"?including the vice presidential debate?to "lay out" a plan for the future but failed to do so.

    "You can boil down what he's saying to four simple words: 'more of the same,'" said Romney.

    For months, Romney has mocked Obama's campaign slogan ("Forward"), telling audiences it should have been "forewarned" instead. Today he revised that attack, telling the crowd Obama's plan "doesn't feel like forward. It feels like backwards."

    As he has in recent weeks, Romney expressed confidence he'll win the election, telling the crowd here he understands how to jump-start the struggling economy and "that's why I'm going to win."

    Yet in a sign of how close the election is, Romney shook up his usual stump speech. He peppered his remarks with examples of voters in their "40s or 50s," women and younger people who he said would benefit under his presidency.

    Speaking in a swing district in a swing state, Romney called the upcoming election a "defining" moment for the country.

    "I think the choice you make here in Nevada?and perhaps right here in Reno?will make a difference for the nation, will make a difference for the families of the nation and will make a difference for your family," Romney said.

    It was a theme he hit repeatedly while urging his audience to consider the impact of their vote.

    "This election is about your family and families across this country, and the choice we make will have an enormous impact on your family," Romney said. "I understand what it's going to take to get this country strong again and to provide the answers that your families need. This is an election about two very different pathways for America."

    Your VA Loan Application Data: Employment/Income

    When an eligible VA borrower fills out an application for a VA home loan, employment and income are two important areas they are required to submit information to be verified by the borrower.

    The participating VA lender is instructed by the Department of Veterans Affairs to verify both employment status and the nature of the income earned by that employment. According to VA Pamphlet 26-7, Chapter Four:

    ?Income analysis is not an exact science. It requires the lender to underwrite each loan on a case-by-case basis, using:

    ? judgment,
    ? common sense, and
    ? flexibility, when warranted.?

    Where does that flexibility come in? According to Chapter Four, the lender must ?Analyze the probability of continued employment (that is, whether income is stable and reliable) by examining the:

    ? applicant?s past employment record,
    ? applicant?s training, education, and qualifications for his/her position,
    ? type of employment, and
    ? employer?s confirmation of continued employment, if provided.?

    The real flexibility in this process may be required in a variety of areas. ?In the applicant?s current position, 2 years of employment is a positive indicator of continued employment.? That sounds very close to a specific rule about the length of employment, but the next sentence reveals, ?It is not a required minimum and not always sufficient by itself to reach a conclusion on the probability of continued employment.?

    Does the VA have any ?set-in-stone? rules about employment and income? ?Generally, employment less than 12 months is not considered stable and reliable.? However, it may be considered stable and reliable if the individual facts warrant such a conclusion.? Carefully consider the employer?s evaluation of the probability of continued employment, if provided.?

    While the VA does take a closer look at the employment when it is 12 months or less, this factor is still not an automatic disqualifier if the borrower?s specific case warrants some added flexibility. Ask your loan officer if one of these situations applies to you?you may be surprised at what you may learn about the leeway you could qualify for in the right circumstances.

    10 Weeks Until Christmas?! {Holiday Nesting & A Link Party!} - The ...

    Did I scare you or are you excited? 9 weeks til Christmas??! YES! I?m definitely in a holiday nesting mood. In spite of the projects going on around my house, I am really looking forward to the holidays. I?m already thinking about how to make it the best possible season I can. Really it has been many years since we?ve had a truly relaxed and nearly perfect holiday, meaning a holiday where we weren?t moving, getting settled, overly busy trying to keep our heads above water, or remodeling or whatever. If it?s not one thing, it?s another.

    Despite my desire to be DONE with everything I?ve been working on around our house before the holidays, this year we wil probably still be in the middle of projects. Not surprising!

    Clearly I over estimated what could get done before Thanksgiving and Christmas.

    Or maybe I add too many new things to the list!

    Or maybe I?m crazy!

    Don?t say it. I know what you are thinking.

    Probably a combination of all of the above. Wheee! Never a dull moment, I guess.

    But I?m not going to let my CARAAAZYNESS ?interfere with holiday plans! I?m used to it! I think I can still create a relaxed and enjoyable holiday by my advance planning, and compensate for other things we might have going on in life! Sometimes that is what we need to do, simply plan ahead for what really matters and let go of the unrealistic picture of perfection. Otherwise, we?ll be running around like that gingerbread mom with her head chopped off. And if mama looks like that, nobody?s having a good Christmas.

    Lowering our expectations of what we can accomplish and raising our level of creativity and flexibility really helps.

    In the spirit of preparing ahead, I?ve already set up my Thanksgiving centerpiece (excited much?) and started dreaming about where our Christmas tree will go this year. I may or may not have ordered a couple of new holiday decor items to get me motivated to decorate. I?ve been thinking about the rooms I can set up now to be the most comfortable for holiday gatherings.

    I?m really excited to be working on a few more long-awaited updates to our living-room-turned-gathering-room to make it extra cozy for holiday gatherings and day to day living. I?m still rearranging furniture and shuffling things around the house to better suit our needs, finding new affordable things as needed to make our space work for us and I?m bringing in more reddish/orangish tones for the season with some pillows and throws!?Things are feeling more comfortable by the day and we are using more of our rooms than ever before. It?s almost like we added on to our square footage, but we didn?t!

    I?ll share more details about the most recent updates and plans for this room in another post, but you can see a bit of a preview today! I?m really excited about getting this room the way I want it since it is the first room you come to in our home and the gathering space for guests and family alike.

    Avert your eyes and bite your tongue if you don?t like animals on furniture. Normally Jack is wandering in this room unsupervised (he still has his puppyish tendencies so we don?t let him have full unsupervised access yet to the house), but he wanted to try out the new settee to make sure it was comfy enough. We caught him laying on it and covering himself with the throw. Honestly. Spoiled, perhaps? Have to admit, he looks pretty cute there.

    For me, holiday nesting isn?t about creating the perfect magazine cover most-Pinteresting holiday home, it is about creating the most warm, welcoming environment we can for our friends and family, having FUN and making memories along the way.

    We will all interpret holiday nesting differently, of course, and that is the fun of having your own space. You can create your own special holiday ambience!

    Whether holiday nesting right now means you need to get rid of STUFF you don?t need or like, shuffle around the furniture, get the carpet cleaned, plan out your gift list or make your own Christmas ornaments, it is time to get going, ladies!

    Taliban ambush kills 10 Afghan troops

    KABUL, AFGHANISTAN: Taliban insurgents killed 10 Afghan troops in an ambush in western Herat province, police and government officials said on Tuesday.

    A spokesman for the provincial governor, Muhiudin Noori, said the Afghan troops -- which included both soldiers and police -- were searching on late Monday for a group of insurgents who had earlier set up a roadblock, stopping and seizing passing vehicles, when they were ambushed.

    Five policemen, including the district commander and five soldiers died in the ensuing firefight, Noori said. There were no insurgent casualties, but police later arrested 25 suspects found in the area, he said.

    Also Tuesday, an American service member was killed in an insurgent attack in the east, the US military said in a statement. It did not provide further details about the attack. The latest death makes at least 12 American service members killed so far this month and 265 killed so far this year.

    The Herat ambush was the bloodiest single incident for Afghan security forces this year in western Afghanistan -- an area where the insurgents have been less active than in their strongholds in the east and west of the country.

    In recent months, Taliban guerrillas have been switching tactics and increasingly targeting Afghan security forces as the international coalition continues its drawdown toward a planned withdrawal of the majority of combat troops in 2014.

    Meanwhile, president Hamid Karzai condemned "in the strongest possible terms" a NATO raid on Sunday in Logar province in which he said four children were killed.

    A presidential statement said coalition troops carried out the operation in Baraki Barak district in an effort to apprehend two armed militants. But this resulted in the deaths of the four children who were tending to their animals in the same area, it said.

    Din Mohammad Darwesh, spokesman for the provincial governor, said the victims were between 10 and 13 years old.

    NATO on Tuesday acknowledged that its forces "may be responsible for the unintended, but nonetheless tragic, death of three Afghan civilians'' during the operation in Baraki Barak district. Coalition commander US General John R Allen expressed his condolences to the families of those killed.

    There was no immediate explanation for the discrepancy in the number of victims in the two statements.

    In recent months, Karzai has criticized the international military coalition for what he said was the killing of civilians in Afghanistan, for not going after terrorist safe havens in neighboring Pakistan and for not providing the Afghan forces with all the weapons they need.

    The criticisms drew an angry response from US defence secretary Leon Panetta, who earlier this month said the Afghan leader should occasionally say "thank you'' to allied forces who are fighting and dying in Afghanistan, rather than criticizing them.

    Accused Cole bomber seeks to halt Guantanamo trial

    GUANTANAMO BAY NAVAL BASE, Cuba (AP) ? A U.S. military war tribunal is weighing a question that might seem better suited for a history class than a courtroom: How long has the United States been at war?

    The question is more than academic for Abd al-Rahim al-Nashiri, whose lawyers are appearing before the tribunal this week at the U.S. base in Guantanamo, Cuba, to seek the dismissal of war crimes charges that were approved by a Pentagon-appointed legal official.

    Al-Nashiri faces trial in a special tribunal for war-time offenses known as a military commission for allegedly orchestrating the bombing of the USS Cole in Yemen in 2000 as well as attacks on two other ships. But his lawyers say that since the U.S. wasn't at war at that time, the 47-year-old shouldn't be tried at Guantanamo.

    "The fact of going to war is a decision by the political branches, either Congress or the president or both," attorney Richard Kammen said Monday. "It's not something to be arrived at retroactively by a bureaucrat who is not appointed by Congress because it has huge consequences."

    Al-Nashiri's lawyers say that the U.S. wasn't at war until after the Sept. 11, 2001, attacks and then-President George W. Bush did not certify the existence of hostilities of any kind in Yemen until September 2003.

    The motion for dismissal is one of 21 matters set for consideration at a hearing scheduled to start Tuesday at the base, where the U.S. holds 166 prisoners, most of whom have not been charged with any crime. The hearing is scheduled to run through Thursday but officials were trying to condense the agenda because of the approach of Tropical Storm Sandy, which was heading north in the Caribbean Sea on a track to reach southeastern Cuba on Thursday.

    Other items on this week's agenda include whether al-Nashiri should be forced to attend the hearings and whether the U.S. government should turn over information about a man killed in a drone strike in Yemen in 2002 who was identified in some media reports as the mastermind of the Cole attack.

    "If he was killed based on the fact that he was the mastermind behind the USS Cole that's relevant," said Navy Lt. Cmdr. Stephen Reyes, his military lawyer.

    Al-Nashiri, who was born in Saudi Arabia to a Yemeni father and a Saudi mother, has been held at Guantanamo since September 2006. An allegedly senior member of al-Qaida, he was held for four years in the CIA's secret network of overseas prisons, where he was subjected to the "enhanced" interrogation program that included at least two instances of the simulated drowning technique known as waterboarding. The government has said he was also threatened with a gun and a power drill because interrogators believed he was withholding information about possible attacks against the U.S.

    In November, he was arraigned on charges that include terrorism and murder for the attack on the Cole, which killed 17 sailors and wounded 37, as well as for orchestrating the October 2002 bombing of the French tanker MV Limburg, which killed one crewman, and a failed January 2000 plot on the USS The Sullivans. He could get the death penalty at a trial that his lawyers say is at least a year away.

    In making the case for the military tribunal, prosecutors lay out the history of what they see as al-Qaida's escalating war against the U.S., starting with an August 1996 declaration by Osama bin Laden calling for the murder of U.S. personnel serving on the Arabian peninsula, though it wasn't until a week after the Sept. 11, 2001, terrorist attacks that Congress and Bush approved an authorization for military force.

    Al-Nashiri's lawyers say that former President Bill Clinton repeatedly noted that the country was at peace in the aftermath of the Cole attack.

    A group of retired admirals and generals who served as senior military legal officials called for the military charges to be dismissed and for the case to be shifted to a civilian criminal court. In a brief in October as part of a civil challenge to the case, they also argued that the definition of war was being improperly expanded to include non-war offenses in the al-Nashiri case, and that such a use of the military courts could put U.S. soldiers and citizens in jeopardy in the future if other countries did the same thing to them.

    "If countries can retroactively decide we were at war and chuck people from the civilian court systems into prisoner of war systems with the attendant lack of protections, that road runs both ways," Kammen said. "Once you get to go back in time and rewrite history that's a very, very dangerous precedent."

    Prosecutors say in court papers that it will be up to the jury to decide whether the war crimes were properly filed in this case, and that it's too early for the judge to rule on the question. The judge, Army Col. James Pohl, is not expected to issue an immediate ruling on the motion.

    Windows 8 imminent launch continues to draw out even more devices in almost every permutation imaginable. LG's up next, with its collection ranging from a familiar-looking V325 all-in-one PC, through to a slider PC with tablet skills. The size of LG's 11.6-inch H160 hybrid means we're not certain whether it'll be running Windows RT or the more power-intensive complete package. LG's brief explanation below the press shots also suggests we're only looking at two models for now -- despite the three devices on show here; presumably that tablet is just the laptop transformed, given that the company decided to put that particular family of devices on the back burner. The hybrid laptop houses its own auto-slide button, and measures in at 15.9mm thick, despite the built-in keyboard. The 11.6-inch screen is another LG-made IPS panel, promising up to 178 degrees of crisp visibility, while the manufacturer expects the battery to last up to 10 hours. Connectivity encompasses WiFi, HDMI output and a USB port and -- according to Google's translation -- a microSD card slot. The device will have to compete for fans against Sony's similarly-sliding VAIO Duo 11 -- not to mention Toshiba's U925t Ultrabook.

    The touchscreen AIO PC packs all the thinking parts behind a 23-inch screen, with up to 10-point touch sensitivity. There's a (presumably Korea-only) TV tuner built-in, which can be activated without powering up the whole PC, while processing powering is provided by a third-generation Core i5 processor and NVIDIA's GeForce GT640M. Both devices are currently set to remain on home turf for now, starting from October 26th and will be accompanied by LG's latest range of Ultrabooks, refreshed with Windows 8 software.

    In Myanmar, only sickest HIV patients get drugs

    YANGON, Myanmar (AP) ? Thein Aung has been trained not to show weakness, but he's convinced no soldier is strong enough for this.

    He clenches his jaw and pauses, trying to will his chin to stop quivering and his eyes not to blink. But he's like a mountain that is crumbling. His shoulders shake, then collapse inward, and he suddenly seems small in the denim Wrangler shirt that's rolled up to his elbows and hanging loosely off his skinny arms. Big tears drip from his reddened eyes, and he looks away, ashamed.

    As he sits outside a crowded clinic on the outskirts of Myanmar's biggest city, he knows his body is struggling to fight HIV, tuberculosis and diabetes ? but he can't help wishing he was sicker.

    Although Aung is ill enough to qualify for HIV treatment in other poor countries, there are simply not enough pills in Myanmar. Only the sickest of the sick are lucky enough to go home with lifesaving medicine here. The others soon learn their fate is ultimately decided by the number of infection-fighting cells found inside the blood samples they give every three months.

    The World Health Organization recommends treatment start when this all-important CD4 count drops to 350.

    In Myanmar, it must fall below 150.

    Antiretroviral therapy, in the past considered a miracle only available to HIV patients in the West, is no longer scarce in many of the poorest parts of the world. Pills are cheaper and easier to access, and HIV is not the same killer that once left thousands of orphaned children in sub-Saharan Africa.

    But Myanmar, otherwise known as Burma, remains a special case. Kept in the dark for so many decades by its reclusive ruling junta, this country of 60 million did not reap the same international aid as other needy nations. Heavy economic sanctions levied by countries such as the United States, along with virtually nonexistent government health funding, left an empty hole for medicine and services. Today, Myanmar is among the hardest places to get HIV care, and health experts warn it will take years to prop up a broken health system hobbled by decades of neglect.

    "Burma is like the work that I did in Africa in the'90s. It's 15, 20 years out of date," says Dr. Chris Beyrer, an HIV expert at Johns Hopkins University who has worked in Myanmar for years. "If you actually tried to treat AIDS, you'd have to say that everybody with every other condition is going to die unless there are more resources."

    Of the estimated 240,000 people living with HIV, half are going without treatment. And some 18,000 people die from the disease every year, according to UNAIDS.

    The problem worsened last year after the Global Fund to Fight AIDS, Tuberculosis and Malaria canceled a round of funding due to a lack of international donations. The money was expected to provide HIV drugs for 46,500 people.

    But as Myanmar wows the world with its reforms, the U.S. and other nations are easing sanctions. The Global Fund recently urged Myanmar to apply for more assistance that would make up the shortfall and open the door for HIV drugs to reach more than 75 percent of those in need by the end of 2015. It would also fight tuberculosis, a major killer of HIV patients. TB in Myanmar is at nearly triple the global rate as multi-drug resistant forms of the disease surge.

    The aid group Doctors Without Borders has tried to take up the slack by providing more than half the HIV drugs being distributed. But every day, physicians at its 23 clinics must make agonizing decisions to turn away patients like Aung, who are desperately ill but still do not qualify for medicine because their CD4 counts are too high.

    "It's very difficult to see those kind of situations," says Kyaw Naing Htun, a young doctor with a K-pop hairstyle and seemingly endless energy, who manages the organization's busy clinic in Insein. He says about 100 patients who should be on drugs are turned away every month in Yangon alone. "It takes a lot more resources when they come back sicker. It's a lose-lose game."

    Aung first learned about the virus living inside him in April. He had dropped weight and wasn't sleeping well, but figured it was the TB and diabetes running him down.

    When the test came back positive for HIV, he was shocked and scared: How? Why?

    "I wanted to commit suicide when I found out the results," he says softly, looking away. "What upset me most was my wife. She says I shouldn't die now because we have children."

    The questions swarmed and consumed him, followed by a flood of worry and guilt that he had possibly infected his spouse. Then the bigger concern: What's next?

    Unlike many living in a country closed off to the world for the past half century of military rule, Aung, an Army staff sergeant, had some firsthand knowledge about HIV.

    He had watched the disease rot one soldier from the inside out, punishing him with a cruel death. But he also saw another get on treatment and live a normal life, despite the military kicking him out.

    With the images of those two men locked in his head, Aung decided to fight to save himself and ultimately his family. No one but his wife could know, or he would lose his job and their home on the military base because of the deep fear and discrimination surrounding the disease. Drugs were his only chance to keep the secret.

    "If I get the medicine, and I can stay in this life longer, I will serve the country more and my family will not be broken," he says. "My family is invaluable."

    At the clinic in Insein, an area of Yangon better known for a notorious prison, Aung, who is using another name to protect his identity, waited nervously for the results of his first blood test.

    CD4 count: 460. Low enough for drugs in the U.S., but well above the 150 cutoff in Myanmar. He was given TB medication and told to come back in three months.

    Many of the 200 people crammed into the two small buildings of an HIV center just outside Yangon are simply waiting to die.

    Beloved opposition leader Aung San Suu Kyi visited patients there in November 2010, just days after being freed from house arrest, appealing to the world for more medicine. She also spoke passionately in July about the stigma of HIV via a video link to the International AIDS conference in Washington, saying, "Our people need to understand what HIV really is. We need to understand this is not something that we need to be afraid of."

    There are no doctors or nurses stationed at the hospice supported by Suu Kyi's National League for Democracy party, forcing patients to care for each other. One man hangs a drip bag on a plastic string from the ceiling over an emaciated body. Other caregivers ? many of whom are also infected ? wave paper fans beside their loved ones for hours, providing the only relief they can offer.

    Infected children whose parents have already died play barefoot in the stuffy, crowded rooms. Bodies, some nothing more than breathing corpses, are stacked side by side on bamboo slats above dirt floors.

    Another room is packed with 20 women stretched out on straw mats crisscrossing the wooden floor. A young mother sobs in one corner as she breast-feeds a 7-day-old baby girl. She did not take HIV drugs until late in her pregnancy, and now must wait up to 18 months to know for sure whether her only child is infected.

    "The funding is limited for the enormous number of patients," says newly elected parliament member Phyu Phyu Thin, who founded the center in 2002 and was jailed by the former government for her HIV work. "Waiting to get the medicine under the limits is too risky for many patients because they can only get it when their health is deteriorating."

    Aung looks the part of a soldier with his shaved head and wiry build. He spent the first decade of his 27 years in the military fighting in domestic ethnic wars, away from his wife and two children.

    It's this past life that devours him each night when sleep refuses to come. He served as a medic then, and regularly came into contact with the blood of wounded soldiers. He also had sex with other women. The question that haunts him most is, which one is to blame? He'll never know.

    He takes sleeping pills every night to be released from these thoughts. But relief does not come, as chills and night sweats drench his body and the constant urge to urinate keeps him running to the toilet.

    He's lost 10 pounds in the past month, dropping from 130 pounds to 120. His cheeks are starting to sink, and his eyes look hollow. His strength is also fading, and he can no longer lead grueling daily runs with the trainees. He uses his TB as an excuse, but he fears his superiors will not be fooled much longer.

    "I try to hide it as much as I can, but some people have started rumors about me, so I try not to face them directly," he says. "I want to be strong like the other people. I'm trying, but now my body cannot follow my mind."

    His wife refuses to be tested until Aung gets on the drugs. She worries if she comes back positive, her guilt-ravaged husband will kill himself.

    "She doesn't want me to be depressed," he says. "If she is positive, I will be very, very depressed."

    The disease has forced him to rethink who he is. He's killed people in combat, cheated on his wife and witnessed many horrors in his lifetime. But he wants a chance to make up for his wrongs.

    As a Buddhist, he believes his disease is a punishment for misdeeds in a previous life. He vows to be a better man by helping others and giving what little he has to charity.

    He says sicker patients deserve treatment first. Still, as he sits waiting for his second blood test, he can't help wishing his immune system was weak enough to help him reach the magic number.

    But when the doctor reads his results, he knows he will leave empty-handed again.

    CD4 count: 289. Still too high.

    His only choice is to try again in three months, hoping he'll be sick enough then.
