Sudan, South Sudan leaders negotiate on border, oil

ADDIS ABABA (Reuters) - Leaders of Sudan and South Sudan met on late on Sunday to try reach a deal to end hostilities and restart oil exports but there was still no breakthrough on a key security accord after two weeks of talks in Ethiopia, officials said.

South Sudan said it expected Sudan's President Omar Hassan al-Bashir and his southern counterpart, Salva Kiir, to reach an deal on Monday, after a U.N. Security Council deadline was unofficially extended.

The armies of both nations fought for weeks in April along the unmarked and disputed border after a row escalated over how much South Sudan should pay to use northern oil pipelines.

Highlighting the deep mistrust between the neighbors, South Sudan accused Sudan of parachuting weapons at the weekend to rebels in the new African nation, which split off from its former civil war foe Khartoum in July 2011.

South Sudan's cabinet affairs minister Deng Alor said Kiir and Bashir would reach an agreement by Monday.

"Tomorrow we will be finished. There will be a deal," he told reporters after the summit started, giving no details.

The presidents were chatting to each other as they left the hotel room where their meeting was held, with Kiir wearing his trademark cowboy hat with a dark suit.

The two will meet again on Monday morning, officials said.

Badr el-Din Abdallah, spokesman for the Sudanese delegation, earlier said there were still differences: "We have agreed on many topics but there are still issues for which we don't have a deal yet, specifically the security issue."

The two countries had to reach a comprehensive peace deal by the weekend or risk incurring U.N. Security Council sanctions.

The U.N. deadline formally expired at midnight on Saturday, but the parties effectively have until the end of the African Union-led summit to reach an agreement.

Diplomats have been trying to mediate between the rivals, which have a history of signing and then not implementing deals. Both badly need the oil revenues at stake.

The two reached an interim deal in August to restart oil exports from landlocked South Sudan through Sudan to its Red Sea ports after Juba turned off wells in a row over export fees.

But Sudan insists on first reaching a security accord.

On Saturday, Sudan raised hopes of a deal by conditionally accepting an AU map for a demilitarized border zone after objecting to it for months, but Abdallah said on Sunday the issue had not yet been resolved.

Juba has already accepted the AU map.

Bashir first met Ethiopian Prime Minister Hailemariam Desalegn on Sunday and then like Kiir, spent much of the day with his delegation.

"The points are on the table. We are quite hopeful and optimistic that things will move forward," Ethiopia's State Foreign Minister Berhane Gebrekristos said after Bashir met Desalegn.

MISTRUST

South Sudan, where most follow Christianity and animism, seceded from the mainly Muslim north in July 2011 under a 2005 peace agreement that ended decades of civil war.

Secession left a long list of issues unresolved such as marking the border, fees for southern oil fees and ending accusations of rebel support in each other's territory.

Western and African officials had hoped for broad peace accord but several rounds of talks in Addis Ababa have brought no visible progress on settling the fate of five disputed border areas. This will probably be left to a future round or possible lengthy arbitration.

South Sudan accused Sudan of parachuting eight parcels of weapons and ammunition to forces of anti-government militia leader David Yau Yau in the country's east on Friday and Saturday.

"Yesterday and today Antonov (planes) have dropped arms and ammunition around Likuangole in front of everybody, including UNMISS (the U.N. mission in South Sudan)," army spokesman Philip Aguer said.

Sudanese army spokesman al-Sawarmi Khalid denied the claim.

There was also no sign of progress in indirect talks held in Addis Ababa between Sudan and the rebel group Sudan People's Liberation Movement-North (SPLM-North) which is fighting the Sudan's army in two areas bordering South Sudan.

Khartoum accuses Juba of supporting the SPLM-North. South Sudan accuses Sudan of supporting militias in the new republic.

The two presidents are also expected to discuss a solution for the disputed border region of Abyei, where previous attempts to hold a referendum have failed because neither can agree on who is eligible to vote.

The Pope has defended the traditional definition of marriage, saying it must be ?promoted and defended? from changes such as allowing gay couples to marry.

Pope Benedict XVI made the comments yesterday in France where he met with 32 of the country?s bishops. The country?s recently elected president Francois Hollande has promised to make same-sex marriage legal.

?Marriage and the family are institutions that must be promoted and defended from every possible misrepresentation of their true nature, since whatever is injurious to them is injurious to society itself,? the Pontiff said.

He said the family, which is the foundation of society, ?is threatened in many places by a faulty conception of human nature.

?Defending life and the family in society isn?t retrograde, rather it?s prophetic,? adding that the Church needed to ?promote those values that permit the full development of the human person.?

In January, the Pope warned that introducing same-sex marriage would risk the future of humanity itself.

?Consequently, policies which undermine the family threaten human dignity and the future of humanity itself.?

He continued: ?The family unit is fundamental for the educational process and for the development both of individuals and states; hence there is a need for policies which promote the family and aid social cohesion and dialogue.?

In an end-of year address in 2008, he said that the existence of gay people threatens humanity as much as the destruction of the rainforests does and that ?blurring? genders through acceptance of transgender people would kill off the human race.

In 2010, the Pope spoke about protecting or endangering creatures including humans saying: ?One such attack comes from laws or proposals which, in the name of fighting discrimination, strike at the biological basis of the difference between the?sexes.?

Factory, jobless claims reports signal weakness

WASHINGTON/NEW YORK (Reuters) - Manufacturing closed out its weakest quarter in three years this month and the number of Americans filing new claims for jobless benefits held near two-month highs last week, suggesting the economic recovery is failing to gain traction.

Other reports on Thursday suggested the economy's weakness could prove protracted, with factory activity in the Mid-Atlantic contracting for a fifth straight month in September and a measure of future economic activity dipping in August.

"I don't think the economy is going anywhere fast," said Ryan Sweet, a senior economist at Moody's Analytics in West Chester, Pennsylvania. "The jobs market is still very difficult and manufacturing, which was a key pillar of the recovery is beginning to crack."

The economy grew at a sluggish 1.7 percent annual rate in the second quarter, and economists said growth this quarter was unlikely to have picked up much -- particularly with factory activity showing fatigue.

Financial information firm Markit said its U.S. "flash," or preliminary, manufacturing Purchasing Managers Index stood at 51.5 in September, unchanged from August. A reading above 50 indicates expansion.

The index averaged 51.5 in the third quarter, below the 54.2 registered between April and June, for its worst showing since the third quarter of 2009. At 51.2, the output component was the lowest since September 2009.

"With output growing at the slowest pace since the recovery began, the manufacturing sector may have even acted as a slight drag on the economy in the third quarter," Markit chief economist Chris Williamson said.

A separate report from the Labor Department showed initial claims for state unemployment aid edged down just 3,000 to a seasonally adjusted 382,000 last week.

Economists had attributed a spike in claims in the prior week to Tropical Storm Isaac, but the minimal improvement in the latest reading pointed to fundamental weakness.

The four-week moving average for new claims, a better measure of labor market trends, rose for a fifth straight week to its highest level since June.

The uninspiring U.S. data and signs of increasing economic weakness in China and Europe pushed U.S. stocks lower. Prices for U.S. government debt rose, while the dollar gained versus a basket of currencies.

JOB GROWTH RUT

Lackluster labor market conditions prompted the Federal Reserve last week to launch an aggressive stimulus program. It vowed to buy $40 billion worth of mortgage-backed securities each month until it sees a sustained upturn on the jobs front.

Boston Federal Reserve Bank President Eric Rosengren, one of the more vocal "doves" at the U.S. central bank, said the new program was need to "avoid a prolonged economic stagnation.

The jobless claims data covered the period for the government's September nonfarm payrolls survey. Claims have risen 8,000 between the August and September survey periods, suggesting job growth remained modest this month.

U.S. employers added only 96,000 jobs in August, a step down from July's 141,000 count. While the unemployment rate dropped to 8.1 percent in August from 8.3 percent, it was because many Americans gave up the search for work.

The jobless rate has been stuck above 8 percent for more than three years, the first time this has happened since the Great Depression.

Economists say fears of the so-called U.S. fiscal cliff -- the $500 billion or so in expiring tax cuts and government spending reductions set to take hold in 2013 -- and Europe's long-running debt problems have made businesses cautious about boosting production and hiring.

"There is really no incentive for manufacturing firms here in the U.S. to ramp up production or hiring anytime soon," said Sam Bullard, a senior economist at Wells Fargo Securities in Charlotte, North Carolina. "They are sitting back and assessing the data as it comes in, what happens in November and what Congress does before year end."

The problem extends beyond manufacturing. Publisher Scholastic Corp said on Thursday that schools had cut spending on books out of fear of the budget cuts that could come if the economy hits the "fiscal cliff.

In a third economic report, the Philadelphia Federal Reserve Bank said its business activity index was at minus 1.9 this month compared with minus 7.1 in August.

While new orders rebounded for the first time since April, shipments extended their slide and there was little improvement in the measure of regional factory jobs.

Separately, the Conference Board's Leading Economic Index dipped 0.1 percent in August after rising 0.5 percent in July.

Time Warner Cable abandons wireless business plans, sells 72 percent Clearwire stake

Time Warner Cable has decided against entering the wireless business, and as such, it's selling the 7.2 percent stake in Clearwire it picked up in 2008. Thanks to the dwindling value of the network provider, it's $550 million investment is now only worth around $73 million. Current investors have first refusal on the shares, but it's unlikely to find takers quickly, given that both Intel and Google dumped their interests at a steep loss and even Sprint has ceased to be its majority owner -- although the company itself did tell The Wall Street Journal that it's doing perfectly fine, but thanked it for asking, before quickly dashing off to "a thing."
