Obama plans push for veterans jobs programs (AP)
WASHINGTON ? In an effort to cut the unemployment rate among veterans, the Obama administration is calling for a new conservation program that would put veterans to work rebuilding trails, roads and levees on public lands.
The administration also will seek more grant money for programs that allow local communities to hire more police officers and firefighters.
The efforts are particularly geared to those veterans who served after the 9/11 terrorist attacks, a group experiencing an unemployment rate of 13.1 percent versus 8.1 percent for non-veterans.
Interior Secretary Ken Salazar said the Civilian Conservation Corps that operated during the 1930s could be viewed as a model for what the administration will try to accomplish through its "Veterans Jobs Corps." He said that the administration will propose spending $1 billion that would be used to put an estimated 20,000 veterans to work restoring habitat and eradicating invasive species, among other activities.
"When one looks back at the legacy of the Civilian Conservation Corps, we take great comfort that those who take on these kinds of activities will leave a lasting legacy for the United States," Salazar said.
The backdrop of presidential politics is also playing a role in the Obama administration's new efforts. Several states that will be heavily contested in November have a significant military presence. Veterans will be evaluating specific ways the next White House administration intends to help them.
Administration officials said the initiatives are focused on helping veterans who served in Iraq and Afghanistan. Communities that hire veterans to work as police and firefighters will be given preference in the grants competition. Obama will also seek to increase spending for the grants programs. He will propose an additional $4 billion for the Community Oriented Policing Services program, or COPS. He will propose an additional $1 billion for the firefighter grants.
The administration will also propose a training program designed to help veterans wanting to start their own small businesses.
With GOP lawmakers stressing the need to cut government spending, it remains to be seen how far the proposals will make it in a deeply divided Congress. Many conservatives have in the past voted to cut spending for the COPS program, while Obama is calling for a major expansion. Obama is expected to unveil his proposals Friday at an Arlington, Va., fire station that was one of the first to respond to the attack on the Pentagon on Sept. 11, 2001. Administration officials outlined the proposals in advance of his speech.
Congress also has been focusing on the problem of unemployment among veterans. A House subcommittee on Thursday examined the unemployment rate for those who serve in the National Guard or Reserves. Witnesses estimated that about 1 out of every 5 returning guardsmen is unemployed.
Theodore Daywalt, CEO and president of a jobs board called VetJobs, told lawmakers that veterans who totally separate from the military are for the most part finding work, even in today's economic environment.
"But if a veteran remains active in the National Guard, they are having a difficult time finding meaningful employment due to the constant call-ups and deployment schedules," Daywalt said in his written testimony.
Daywalt said some employers have become wary of hiring someone who is called up for as many as 24 months at a time. And the difficulty in finding work has led some guardsmen to volunteer for second or third deployments. He also predicted that the unemployment problem for guardsmen and reservists could get worse as the military downsizes because it will result in more competition when openings do occur.
About 160,000 soldiers leave active duty annually, and some 95,000 members of the National Guard and Reserves join them. The Labor Department already operates some jobs programs to help soldiers with the transition to civilian life. For example, there are employee workshops that help vets with advice on job searches and labor market conditions. The department also provides grants to states that in turn hire workers to conduct job training workshops and reach out to employers on behalf of vets.

AP Exclusive: US No-Fly list doubles in 1 year (AP)
WASHINGTON ? Even as the Obama administration says it's close to defeating al-Qaida, the size of the government's secret list of suspected terrorists who are banned from flying to or within the United States has more than doubled in the past year, The Associated Press has learned.
The no-fly list jumped from about 10,000 known or suspected terrorists one year ago to about 21,000, according to government figures provided to the AP. Most people on the list are from other countries; about 500 are Americans.
The flood of new names began after the failed Christmas 2009 bombing of a Detroit-bound jetliner. The government lowered the standard for putting people on the list, and then scoured its files for anyone who qualified. The government will not disclose who is on its list or why someone might have been placed on it.
The surge in the size of the no-fly list comes even as the U.S. has killed many senior members of al-Qaida. That's because the government believes the current terror threat extends well beyond the group responsible for the September 2001 attacks.
"Both U.S. intelligence and law enforcement communities and foreign services continue to identify people who want to cause us harm, particularly in the U.S. and particularly as it relates to aviation," Transportation Security Administrator John Pistole said in an interview.
The Nigerian man who pleaded guilty in the Christmas 2009 attack over Detroit, Umar Farouk Abdulmutallab, was listed in a large U.S. intelligence database that includes partial names and relatives of suspected terrorists. That database is a feeder to the broad terror watch list, of which the no-fly list is a component, but only when there is enough information linking the person to terrorism. Officials believe the U.S. had enough information about Abdulmutallab at the time to put him on the broader terror watch list, which would have helped the intelligence community catch him.
The Christmas attack led to significant changes in how the U.S. assembles its watch list. Intelligence agencies across the government reviewed old files to find people who should have been on the government's terror watch list all along, plus those who should be added because of the new standards put in place to close security gaps.
A senior Homeland Security Department official, Caryn Wagner, told senators Tuesday during an oversight hearing, "We have been able to harness the intelligence from the intelligence community to inform our instruments to keep people out at our borders, to make sure that the wrong people are not getting on airplanes at last points of departure and to make sure that people who shouldn't get them are not receiving immigration benefits from the department."
After the Christmas attack, "We learned a lot about the watch-listing process and made strong improvements, which continue to this day," said Timothy Healy, director of the Terrorist Screening Center, which produces the no-fly list.
Among the most significant new standard is that now a person doesn't have to be considered only a threat to aviation to be placed on the no-fly list. People who are considered a broader threat to domestic or international security or who attended a terror training camp also are included, said a U.S. counterterrorism official who spoke on condition of anonymity to discuss sensitive security matters.
As agencies complete the reviews of their files, the pace of growth is expected to slow, the counterterrorism official said.
The American Civil Liberties Union has sued the government on behalf of Americans who believe they're on the no-fly list and have not been able to travel by air for work or to see family.
"The news that the list is growing tells us that more people's rights are being violated," said Nusrat Choudhury, a staff attorney working for the ACLU's national security project. "It's a secret list, and the government puts people on it without any explanation. Citizens have been stranded abroad."
The government will not tell people whether they're on the list or why they're on it, making it impossible for people to defend themselves, Choudhury said. People who complain that they're unfairly on the no-fly list can submit a letter to the Homeland Security Department, but the only way they'll know if they're still on the list is to try to fly again, she said.
While the list is secret, it is subject to continuous review to ensure that the right people are on it and that the ones who shouldn't be on it are removed, said Martin Reardon, former chief of the Terrorist Screening Operations center and now a vice president with the Soufan Group. If a person is nominated to be on the no-fly list, but there is insufficient information to justify it, the Terrorist Screening Center downgrades the person to a different list, he said.
"You can't just say: `Here's a name. Put him on the list.' You've got to have articulable facts," Reardon said.
On average, there are 1,000 changes to the government's watch lists each day, most of which involve adding new information about someone on the list.
The no-fly list has swelled to 20,000 people before, such as in 2004. At the time, people like the late Sen. Ted Kennedy were getting stopped before flying ? causing constant angst and aggravation for innocent travelers. But much has changed since then.
While thousands more people are on the list, instances of travelers being mistaken for terrorists are down significantly since the government ? not the airlines ? became responsible for checking the list, Pistole said. Travelers must now provide their full name, birthdate and gender when purchasing an airline ticket so the government can screen them against the terror watch list.
But with the nature of the terrorism threat, it's not likely that the list will dwindle, even as al-Qaida's core leadership is defeated, Reardon said.
"I would argue that even if (al-Qaida) as we know it ceased to exist as of tomorrow, other terrorist organizations or lone wolves with both the intent and capability of carrying out attacks against the U.S. would fill the void," Reardon said. "The consolidated terrorist watch list exists for that very reason."
Once they are identified and placed on the list, he said, "We have a much greater chance of keeping them from entering the country."

Experts say Gingrich moon base dreams not lunacy (AP)
WASHINGTON ? Republican presidential candidate Newt Gingrich wants to create a lunar colony that he says could become a U.S. state. There's his grand research plan to figure out what makes the human brain tick. And he's warned about electromagnetic pulse attacks leaving America without electricity.
To some people, these ideas sound like science fiction. But mostly they are not.
Several science policy experts say the former House speaker's ideas are based in mainstream science. But somehow, Gingrich manages to make them sound way out there, taking them first a small step and then a giant leap further than where other politicians have gone.
Gingrich's promise that "by the end of my second term we will have the first permanent base on the moon" got amped up in a recent debate in Florida, which lost thousands of jobs with the end of the space shuttle program. By then, the lunar base had become a colony and even a potential state, and his moon ideas were ridiculed by rival Mitt Romney.
Returning to the moon and building an outpost there is not new. Until three years ago, it was U.S. policy and billions of dollars were spent on that idea.
Staying on the moon dates at least to 1969, when a government committee recommended that NASA first build a winged, reusable space shuttle followed by a space station and then a moon outpost. In 1989, President George H.W. Bush proposed going to the moon and staying there.
Sixteen years later, in 2005, his son, President George W. Bush, proposed a similar lunar outpost, phased out the space shuttle program and spent more than $9 billion designing a return to the moon program.
George Washington University space policy director Scott Pace, who was NASA's associate administrator in the second Bush administration and is a Romney supporter, said the 2020 lunar base date Gingrich mentioned was feasible when it was proposed in 2005.
But it is no longer, felled by funding cuts and President Barack Obama's decision to cancel the program. Pace said it would be hard to figure out when NASA could get back to the moon, but that such a return is doable.
What kept killing return-to-the moon plans were the costs, starting in 1969. The proposal died 20 years later when the price tag was released: more than $700 billion in current dollars. The second President Bush's plans started running into problems due to insufficient funding. After a special commission said those plans were not sustainable, Obama cancelled the return-to-the-moon program. Instead, he ordered NASA to aim astronauts toward an asteroid and eventually Mars, something many space experts say is even more ambitious.
"Some of you may like it and you may dislike it, but I gave the boldest explanation of going into space since John F. Kennedy in 1961," Gingrich said this week in Florida. "I believe in an America of big ideas and big solutions. I believe if we unleash the American people we will rebuild the American dream."
In Florida, nearly all the Republican presidential candidates promoted private companies sending astronauts into space. Several companies are building private spaceships. Commercial space companies taking over the job of getting Americans into low Earth orbit is a cornerstone of the Obama space plan. But, again, money has been an issue.
For example, NASA received $406 million in its current budget for private space programs. Obama had asked Congress for $805 million.
Neal Lane, former head of the National Science Foundation and White House science adviser during the Clinton administration, said Gingrich's proposals aren't crazy, although he may disagree with some of them. Gingrich's ideas and actions are "very pro-science," said Lane, who credited Gingrich with protecting federal science research from budget cuts in the 1990s.
"He's on the edge of mainstream thinking about big science. Except for the idea of establishing a colony on the moon, it's not over the edge," added Syracuse University science policy professor Henry Lambright.
In Iowa, Gingrich pushed a "brain science" initiative that advocates spending more private and federal money to map the human brain to help fight and cure Alzheimer's disease. He said the idea was based on the experience of watching his late mother's transformation from a happy person with friends to living in a long-term care facility suffering from bipolar disease, depression and physical ailments.
Gingrich said his "whole emphasis on brain science" is based on his mother's depression and mental illnesses. Discussing the issue in Iowa, he wiped away a tear, saying: "It's not a theory. It's in fact, my mother."
The idea of mapping the brain to figure out how it works is a traditional scientific approach to a difficult problem. Scientists have tried to conquer disease by mapping the human genome and figuring out the basic biology of cancer, said Arizona State University science policy professor Dan Sarewitz. The trouble is that, in the past, it hasn't paid off as promised, he said.
Gingrich also has raised eyebrows with his dire warnings about the threat of electromagnetic pulses. The fear being that a nuclear bomb detonated hundreds of miles above America could knock out the country's electricity for a long time. In 2009, Gingrich said it "may be the greatest threat we face ... We would in fact lose our civilization in a matter of seconds."
Paul Fischbeck, a professor of engineering and risk at Carnegie Mellon University, said the threat has existed for about a half a century and is real. But "it's getting more likely and more dangerous" as America becomes more electronic-dependent and other countries advance in technology, he said.
Still, it's space where Gingrich dreams biggest and raises the most eyebrows.
Much of the criticism of his space plans, especially in the media, have been unfair, said Alan Stern, NASA's space sciences chief during George W. Bush's administration. He said Gingrich is just thinking big, like a pioneer.
"That's how `Star Trek' begins," said Stern, vice president of the Southwest Research Institute and director of the Florida Space Institute. "But when a government guy or politician talks that way, they just get clobbered about being unrealistic and that's unfortunate."
